Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with the exception of the emergency supplies.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:

-A carpet was visibly dirty (please correct by September 12, 2019)
-Plug covers were missing in each room (one room corrected this during the inspection)
-a lamp cord was not secured in the 30 months to school age room.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following inside the facility:
-a blind in the sleeproom is fraying and showing signs of wear
-wear marks were noted on the shelving
-paint chips on the walls and the door were noted throughout the facility

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: Licensing observed the following outside the facility:

-a bench, a portion of the fencing and a boat had peeling wood which could cause the potential for splinters

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection rust was observed in the outdoor play area on fence posts, table legs and the gate spring. This could be a potential health hazard.
Corrective Action(s): Please ensure the children do not have access to any object or substance that is hazardous to their health.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: During the inspection three staff records of seven were reviewed. One staff record was missing a record of a person's work history
Corrective Action(s): Please ensure staff files are complete.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Eight children's files were reviewed. One child was missing their immunization status.
Corrective Action(s): Please ensure children's records are complete.

Comments

At the inspection dated August 15, 2019 there were 31 children and 7 staff present and one Manager present. At this inspection the above noted contraventions were identified. Please provide a written response to licensing by August 29, 2019 identifying how the above noted contraventions have been corrected. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Temporary Placements
· Active Supervision
