Introduction


An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with the exception of the outdoor play area as it was covered in snow.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection Licensing observed that the childrens blankets used for sleep time are stored in one basket. This could have the potential for cross contamination if a child is ill.
Corrective Action(s): Please ensure to provide a healthy and safe environment for the children in care.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: During the inspection one staff record was reviewed. One staff record had a criminal record check(CRC) that expired in 2017. The Licensee stated that the staff member has applied for another CRC and that she will apply to share the results of the CRC. There was no documentation of application on file.
Corrective Action(s): Please ensure staff records are complete.

HYGIENE AND COMMUNICABLE DISEASE: 15020 - CCLR s.14(4)(b) - A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.
Observation: During the inspection I spoke to the Licensee to ask where she changes the children's diapers.She stated that she changes the children's diapers in the main play area on individual change mats. Licensing stressed the importance of being close to a wash basin when changing the children's diapers for hygenic purposes. Licensing and the Licensee discussed possible solutions for changing diapers and made some recommendations.
Corrective Action(s): Please ensure that the children's diapers are changed in and area that is outside of the food preperation area and is located next to a wash basin.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Licensing observed seven out of seven children's records. One children's record was missing a record of immunization status.
Corrective Action(s): Please ensure that the children's records are complete.

Comments

At the inspection dated March 7, 2019 there were 7 children and 2 staff present. At this inspection the above noted contraventions were identified. Please provide a written response to Licensing by March 21, 2019 outlining how you have addressed the above noted contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Active Supervision
Lead in the Water
· Repayment agreement
