Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #DCAR-ALMP69 have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: No policy for active play has been developed and shared with families. The groups were observed engaging in active play but the Manager has yet to develop the written policy yet.
Corrective Action(s): Develop, implement and share an Active Play Policy.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: Information was posted regarding screen use in preschool aged children on the parent board. The Manager did relay that they programs do not engage in screen use. No Screen use Policy has been developed as of yet.
Corrective Action(s): Ensure a screen use policy is developed.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: The children were observed washing their hands several different times at the sink in the main classroom. Discussion was had regarding the washing of sharing snack fruit and vegetables in the bathroom sink and the children not using the bathroom sink for washing their hands after they use the bathroom. This was outlined as not an effective hygiene practice. This is a repeat non-compliance item from the last inspection.
Corrective Action(s): Ensure handwashing after the use of the washroom occurs in the designated sink located within the washroom in order to reduce the spread of germs. Additionally ensure the washing of food is prepared in a designated sink away from the washroom as an effective health and hygiene practice.

Comments

Two Preschool programs were observed during today's inspection. The children were engaged in free play, circle, outdoor gross motor experiences, and exploration of natural resources. The children were also eager to review progress of their growing caterpillars.

A Fire Drill occurred during the inspection and it was noted that the group was orderly and quick in their response to the alarm.

Discussion with the Manager occurred regarding the development of Active Play and Screen Use policies.
Resources shared today include Director of Licensing Standard of Practice - Active Play and an Immunization Poster.
