Introduction

A routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act, Child Care Licensing Regulationand the applicable Director of Licensing Standards of Practice. In response to the current COVID 19 pandemic this inspection focused on the physical facility, equipment and furnishings, hygiene and communicable disease control, records and staffing. The facility's policies and procedures were not inpsected nor were the emergency supplies reviewed.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: 1) Licensing observed a mini fridge with a microwave stored on top of the fridge and on top of the microwave a kettle was stored. The manner in which the three items were stored is of concern as there the potential for one or all three items to fall onto an individual causing an injury.

2) Licensing saw a dish rack with dishes stored on a shelf. In discussion with the Manager there are times when staff need to wash dishes when a child doesn't have cutlery, or dishes for their snack or lunches. Staff will take the dishes to the adjacent church and run them through the dishwasher and there are times when the staff wash the dishes in the bathroom sink.

Corrective Action(s): 1) The Manager will need to store the microwave and kettle in a manner that the items cannot be easily tipped over. This may mean placing the items side by side on a counter, removal of the items or any alternate means the Manager may chose to implement to address this concern.

2) Licensing informed the Manager that staff must stop washing dishes in the bathroom sink due to cross contamination concerns. Dishes may continue to be washed through the dishwasher or alternately the Manager may use single serve (disposable) dishes and cutlery.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed:
1) in the washroom the covers for the bolts that secures the toilet to the floor are missing. The bolts are exposed and are showing signs of rust. The facility has large wooden spools, both inside and outside for the children's use. These items have exposed bolts which have become rusty. The bolts on the outdoor climbing structure have had their protective coating worn away and are starting to rust.

2) in the washroom the paint on the windowsill, and baseboards are showing signs of wear and tear and are now porous. The Manager said she had addressed this issue after the previous inspection.

Corrective Action(s): 1) All items that are showing signs of rust must be repaired due to the risk of tetanus to both children and adults.

2) all surfaces must be non-porous for proper cleaning and sanitization. This item was previous contravened on facility inspection report #CLAN-BH2Q3X dated October 17, 2019.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: 1) During the current COVID 19 pandemic many child care facilities have hand sanitizer available for parents' use. During today's inspection hand sanitizer was located outside of the facility on a table top, on the top of a shelf beside the washroom and stored in a unsecured cupboard in the washroom. Additionally there were spray bottles of a bleach and water solution stored on the top of the shelf beside the washroom.

2) Licensing saw staff's personal belongings stored in a unsecured cupboard. This contravention was noted on the previous inspection report #CLAN-BH2Q3X dated October 17, 2020.

Corrective Action(s): 1) Hand sanitizer, and disinfectant must be kept out of the reach of children to prevent accidental poisoning. Ensure these items are stored in a manner that are inaccessible to children.

2) Staff may have items in their belongings that pose a hazard (i.e. choking, poisoning, etc) to children. Ensure these items are stored in a manner that are inaccessible to children.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Upon review of 7 staff files Licensing noted one file did not contain any character references.

Corrective Action(s): The Manager must ensure, prior to an individual caring for children, have 3 character references on site and evidence that the Manager has verified the references.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Licensing reviewed seven staff files and noted one file did not contain any resume or work history.

Corrective Action(s): Prior to an individual caring for children the Manager must have a copy of the individual's resume or work history on file.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Upon review of seven staff files Licensing noted one file did not have the individual's immunization status on file.

Corrective Action(s): Prior to an individual caring for children a copy of their immunization status must be maintained on site.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Upon review of seven staff files Licensing noted three files contained a criminal record clearance letter that was addressed to another employer or agency.

Corrective Action(s): The Manager must have criminal record clearance letters on file that are addressed to the Licensee. The Manager may apply on line with the Criminal Records Review Agency to have these results shared with them.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: During the inspection Licensing was unable to locate paper towels in the washroom or any other means to dry their hands. The Manager said the paper towels are located in the classroom half way between the two washrooms to prevent congestion in the washroom.

Corrective Action(s): The process for washing hands includes having running water, liquid soap, and paper towels (or individual cloth towels - laundered after each use) in one area. The Manager will need to provide a means for individuals to wash and dry their hands in one location.

RECORDS AND REPORTING: 19051 - CCLR s.56.1(2)(a) - A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services
Observation: Licensing noted on the previous inspection report #CLAN-BH2Q3X dated, October 17, 2019 the facility's repayment policy was incomplete. Upon review of the facility's policy it was noted that the policy remains incomplete. The Manager will need to revise their policy to include what procedure is for returning cheques when parents prepay the cost of the services.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Upon review of 5 children's files there was 1 file that did not contain the medical insurance plan number.

Corrective Action(s): The family may include their international insurance information or if the child has no medical insurance the family may write in none under this heading.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Upon review of 5 children's files 2 files did not have the name and number of a medical practitioner and 1 of the 5 files did not have a emergency contact.

Corrective Action(s): Families may use the name of a medical clinic they use if they do not have a medical practitioner. In the case of naming an emergency contact some families are unable to list anyone other than the parents. If none of these options are applicable the family may write in none under the applicable heading. It is recommended that the Manager check in with the family in a few months to update their child's file.

Comments

At the inspection dated July 14, 2020 there was 1 staff, the Manager and 5 children present. Areas of noncompliance are noted above and any action required by the Manager is also noted here.

Licensing reviewed with the staff their cleaning and sanitization procedures and the implementation of the facility's sick policy. Licensing provided to and reviewed with the Manager the Fraser Health Resource Package for Childcare Facilities COVID 19 Prevention. The Manager had a copy of their WorkSafe BC safety plan posted. Upon review of the plan with the Manager Licensing noted that some of the information contained in the plan has been updated. Licensing emailed the Manager the current copy of the BC Communicable Disease Control COVID 19 Public Health Guidance for Child Care Settings - updated July 8, 2020 for their reference.

This inspection was reviewed with the Manager at the time of the inspection. This report and the Facility Risk Assessment Tool was written off site (time spent .75 hours) and copies of the documents were sent to the Manager.
