Introduction

An unscheduled/scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing of Practice (DLSP). All categories of care were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the routine inspection the outdoor space was reviewed and it was noted that three holes bigger than 3.5 inches and as large as 6 inches and 9 inches were present on the side of the fence. These holes pose a risk of potential entrapment. Staff on site mentioned that the children like to dig on the side of the fence and they have dug a trench. The staff said that the place where the children dig is filled out with dirt. At today's inspection the side of the fence was not filled with dirt or wood chips.
Corrective Action(s): Please ensure you provide a healthy and safe environment at all times.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: During the routine inspection two staff files were reviewed and one staff had a valid CRC but it was not site specific. The staff mentioned that they have been hired a few months ago.
Corrective Action(s): Please ensure all staff had CRC site specific and files are completed.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: During the routine inspection two staff files were reviewed and the following was observed:
- one staff had only one reference on file
- second staff did not have any references in file.
- there was no evidence found that the references were checked or reviewed
Corrective Action(s): Please ensure all staff files are complete.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: During the routine inspection two staff files were reviewed and one staff file was missing a resume.
Corrective Action(s): Please ensure all staff files are complete.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: During the routine inspection the policies and procedures of the facilities were reviewed. It was noted that an Active Play and Screen Time Policy was missing. The staff on site said that the facility does not use screen time and the licensing officer observed children on the playground engaged in active play. However, a Screen Time and Active Play Policy must be present.
Corrective Action(s): Please ensure an Active Play and Screen Time Policy is present in the facilities policies and in the parent's handbook.

Comments

At the inspection dated June 13, 2023 there were 11 children and 2 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:

· Temporary Placements and Exemptions
· Active Supervision
· Lead in the Water – flushing the pipes to remove any impurities before using the drinking water
· Regarding the medicated wipes and alcohol swabs in the first aid kit

Minor incident log book is under utilized and was discussed further. Licensing also recommends using a bound book to protect the integrity of the information recorded. The staff on site mentioned that most of the communication is done via verbal communication when an incident needs to be mentioned.
