Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:

· Policies and Procedures
· Care and Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year “historical” review of the facility’s compliance operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13082 - CCLR s.56.1(2)(b) - A Licensee must keep (b) a current record of each person to whom the written agreement is delivered in accordance with that section [CCALA s.19]
Observation: Upon review of a combined total of 15 children's files from the Preschool, Daycare and Out of School Care programs, Licensing observed the absence of repayment agreement records from all files reviewed.
Corrective Action(s): Please keep a record of each person to whom the written agreement is delivered in accordance with section 19 of the CCALA.

NUTRITION AND FOOD SERVICES: 17120 - CCLR s.48(6) - A licensee must make available to parents information on the food and drink given to children.
Observation (CORRECTED DURING INSPECTION): It was made a aware to Licensing that parents are informed about the food and drink provided to their children by keeping a written record. Upon review of records, Licensing observed there was no written information about the food given to the children for August 02, 2016.
Corrective Action(s): Please make available to parents information on the food and drink given to the children.

The following was discussed with the a staff member:

The staff member mentioned that the carpets will be cleaned within the next few weeks.
Discussions were held regarding when care plans need to be created in conjunction with the parents. Licensing also discussed section 58 (2) respecting reviewing the care plans at least once a year with the parents. Licensing provided the staff member with examples of capturing record of the review.
Discussions were held regarding ways to ensure the most current photos of the children.
Discussions were held regarding LIVE 5210.
