Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: During the routine inspection it was noted that the manager's name was not present. Staff mentioned that the manager sign was up but that it must has fallen down.
Corrective Action(s): Please ensure that the manager's name/sign is posted in a prominent location.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: During the routine inspection licensing reviewed 3 staff files. One staff had a CRC on file however the CRC was not site specific.
Corrective Action(s): Please ensure all CRC's are site specific.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: During the routine inspection licensing reviewed 3 staff files. One staff file was missing a resume or record of work history.
Corrective Action(s): Please ensure all staff files are complete.

STAFFING: 12180 - CCLR s.22(2)(a) - A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation: During the routine inspection it was noted that the fire extinguisher was past its service date.
Corrective Action(s): Please ensure that all fire extinguishers are serviced annually.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: During the routine inspection it was noted that the food in the emergency kit was expired.
Corrective Action(s): Please ensure you are prepared to mitigate, respond and recover from any emergency.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During the routine inspection 7 children's files were reviewed and one child's file was missing an MSP number. Staff said that the child is a new comer to Canada and that the family is still waiting for the MSP number to arrive.
Corrective Action(s): Please ensure all children's files are complete.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: During the routine inspection of the attendance sheets, it was noted that on several days children were not signed out of the facility. Staff said that they must have forgotten to sign them out.
Corrective Action(s): Please ensure the daily attendance is complete and accurate.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During the routine inspection 7 children's files were reviewed and one child's file was missing a doctor's name and phone number. Staff said that the child's family are new to Canada and they are looking for a family doctor.
Corrective Action(s): Please ensure all children's files are complete.

Comments

At the inspection dated September 26, 2022 there were 12 children and 2 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· References to be checked by the licensee once the hiring process is completed
· Active Supervision
· Lead in the Water
