Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Criminal record clearance for the manager has expired.
Corrective Action(s): Ensure a system is developed to maintain CRC clearance for staff screening.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Staff to child ratio not maintained. Licensing was informed that in the morning for 2.5 hours there is no IT staff present in the IT program. Applying for exemption for one of the staff who is enrolled in the IT program was discussed
Corrective Action(s): Ensure that licensee maintains staff to child ratio and is no less than that permitted in Schedule E.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Of six children's record files reviewed two files did not include the date of enrollment.
Corrective Action(s): Ensure to keep for each child a record showing the date of enrollment in the community care facility.

Summary of Inspection:
At the inspection dated June 07, 2022 there were 31 children and 4 staff present including the manager. At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.
