Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following inside the facility:

-the bibs in the washroom were placed close together. This could cause a potential for cross contamination.
-the disinfectant being used to wipe the tables and the diaper changing area states on the manufacturer's label that it takes 10 minutes to disinfect a surface. Licening recommends the use of bleach and water or another disinfectant that will disinfect the surfaces on contact.

Corrective Action(s): Please ensure a health and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following inside the facility:
-paint chips on the walls and the baseboards
-cracked tiles on the main floor
Corrective Action(s): Please ensure the facility is in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection rust was observed on the awning in the plaground. This could be a potential health hazard.
Corrective Action(s): Please ensure the children do not have access to any objets or substances that may be hazardous to their health and safety.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: Licensing observed the first aid certificate was expired. In discussion with the Licensee she stated that she is waiting for a course to be offered in Mandarin and then she will update her first aid certificate.
Corrective Action(s): Please ensure the valid first aid certificate is current.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: During the inspection licensing reviewed the policies and procedures. A screen use policy was not observed.This is a repeat contravention from insperction # CLAN-B87URJ
Corrective Action(s): Please ensure a screen use policy is created, implemented and shared with the families.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: During the inspection I reviewed both the attendance records and the children's records. There were total of 5 children younger than 48 months attending the daycare Mondays to Fridays. One of the children will turn 4 years old in two days. In discussion with the Licensee she stated that she has had the same children since August.

I reviewed the Regulation requirements with the staff and the manager. I explained that you are allowed to provide care to no more than 4 children younger than 48 months old, of those 4 , no more than 2 children younger than 24 months old.

This is a repeat contravention from inspection # DCHG-ARLPC9

Corrective Action(s): Please ensure you reduce the number of children who are younger than 48 months to 4. You have an option to apply for a temporary placement . If you have a plan to apply for temporary placement, please submit the application by today or you must reduce the number of children in care.

HYGIENE AND COMMUNICABLE DISEASE: 15020 - CCLR s.14(4)(b) - A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.
Observation: Licensing observed that diaper changing mat is not located in the washroom. In discussion with the Licensee she stated she changes the children's diapers in the room next door. Licensing recommends that diapers be changed inside the washroom so there is access to the wash basin. This is a repeat contravention from inspection # CLAN-B87URG
Corrective Action(s): Please ensure the diaper change table is located next to the wash basin.

RECORDS AND REPORTING: 19051 - CCLR s.56.1(2)(a) - A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services
Observation: Licensing reviewed the repayment policy. No information was included regarding what happens if a parent prepays the cost of services, such as with post dated cheques, and requires a refund.
Corrective Action(s): Please ensure the repayment policy is complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing reviewed four children's records out of seven. Three children's records were missing a name and telephone number of a doctor.
Corrective Action(s): Please ensure children's records are complete

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: During the inspection four children's records out of seven records were reviewed. One record was missing a photo.
Corrective Action(s): Please ensure children's records are complete.

Comments

At the inspection dated October 21, 2019 there were 6 children and the Licensee and a family member was present. At this inspection the above noted contraventions were identified. Please provide a written response to licensing by Nov 4, 2019 stating how you have addressed the above noted contraventions. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Exemptions
· Active Supervision
· Lead in the Water (Licensee has a water purifier)
· Some items were removed from the first aid kit as they contained a DIN number (permission is needed from families prior to application as this is considered a medicine)
