Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During inspection Licensing observed:
-Wooden cover of the drawer under the sink in the washroom was unsecured and loose as a result of which it fell off. License attempted to fix it but it fell off again.
-Electric cords of a printer, rice cooker and diaper wipe-warmer were unplugged and dangling loose and were accessible to children. Licensee made them all inaccessible during the inspection.(CORRECTED DURING INSPECTION)
-Black wheels of the outdoor play tunnel were cracked and broken apart exposing the metal nails and metal parts inside the wheel.
-Outdoor play kitchen had dried bird faeces on it. Licensing observed child playing with this equipment.
-Outdoor play area had toys that were not used by children as they were not in good repair. Licensee is aware that some outdoor toys need to removed and outdoor resilient surfacing is to be replenished.This is a repeat contravention #LVIA-BLBNYJ

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: In the naproom Licensing observed dried mucus and saliva stains on the bedsheet in one of the cribs used for napping
Corrective Action(s): Ensure bedsheets are clean before use.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Observation Licensing observed:
-2 kitchen knives on the kitchen counter accessible to children (CORRECTED DURING INSPECTION)
-In the outdoor play area there was a metal ladder that was open and set up for climbing.

Corrective Action(s): Ensure that children do not have access to any object or substance that may be hazardous to the health and safety of a child.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): One child was not signed in the attendance log today.
Corrective Action(s): Please ensure all children's records complete and available.

Comments

At the inspection dated March 11, 2021 there was one child and two staff present. Licensing conducted a walk-through of the entire facility. Above noted contraventions were identified at this inspection. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following were discussed with the manager:
Maintenance and cleaning of indoor toys
Spring cleaning and de-cluttering of outdoor toys
Contents of the First Aid Kit
Avoid using diaper changing mat for storage of clean toys
Reportable incident procedures
Active supervision

The inspection report was written off-site – details were reviewed with the Manager prior to writing the report. A copy of the routine inspection report and risk assessment sent to manager via email on March 11, 2021
