Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: Licensing observed a carpet, at one entrance, curled at one corner. Tripping hazard.
Corrective Action(s): Please ensure that the equipment, furniture and supplies in the community care facility are of sturdy and safe construction, easy to clean and free from hazards.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: A big air conditioning unit along one side of the outdoor cement play area. The staff informed Licensing that the wind blew off the cover for the air conditioning and will get it replaced.
This is a repeat contravention.
Corrective Action(s): Please ensure that children do not have access to any object or substance that may hazardous to the health or safety of a child.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: Upon a review of four staff records, Licensing observed one staff's record missing their first aid. The staff informed Licensing that they will be renewing their first aid. This staff was alone with a child when Licensing arrived.
Corrective Action(s): Please ensure that children have at all times immediate access to an employee who holds a valid first aid and CPR certificate.

HYGIENE AND COMMUNICABLE DISEASE: 15020 - CCLR s.14(4)(b) - A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.
Observation: Upon discussion with the staff, Licensing observed that there is no sturdy diaper change surface available. Diapering happens on a unclean foam mat located in the middle of the play room.
Licensing provided education on having a sturdy surface for changing diapers that is near a wash basin for hygiene reasons. Additionally, ensuring that there is some privacy when changing a child's diaper to promote and maintain dignity.
Corrective Action(s): Please ensure that a sturdy surface for changing diapers is available and next to a wash basin.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation (CORRECTED DURING INSPECTION): Upon a random review of five children's records, Licensing observed one child's records missing their sex.
Corrective Action(s): Please ensure that children's records are complete prior to the child attending the community care facility.
Date to be Corrected: April 21 2022.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Upon a random review of five children's records, Licensing observed one child's record missing the name and telephone number of a medical practitioner.
Licensing provided education on what would meet the intent of this regulation.
Corrective Action(s): Please ensure that children's records are complete prior to the child attending the community care facility.

Comments

Summary of Inspection
At the routine inspection conducted today April 21, 2022, there were six children, one staff, and the Manager present. At this inspection the above noted contraventions were identified. The Licensee is required to correct all identified non-compliances by the dates indicated above in the violations section. A written response is to be provided to Licensing on the date specified for Licensing to review that appropriate corrective action has been taken to address all identified non-compliances. As part of this Routine Inspection a Facility Risk Assessment Tool is completed.
The following education/recommendations were provided:
- review all children's records to ensure they are complete.
The contents of the inspection report was reviewed with the Manager at the time of the inspection. This report was written off site due to Covid-19 to help promote health and hygiene. A copy of this report and the risk assessment was emailed to the facility.
