Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: During the inspection it was observed that the name of the Manager was not posted. This was corrected during the inspection.
Corrective Action(s): Please ensure the name of the Manager is posted in a prominant place.

LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Licensing observed two staff working at the facility. Only one staff certificate was posted. This was corrected during the inspection.
Corrective Action(s): Please ensure the certificates of all staff that are working at the facility are posted.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: Licensing observed rusty nails sticking out of the wooden fencing. This could cause a potential puncture hazard. In addition, a brick wall at the end of the play area was observed. The brick wall consisted of bricks placed on top of other bricks.These bricks was not secured or cemented together. This could cause a potential falling hazard.
Corrective Action(s): Please ensure the entire outdoor play area is enclosed in a manner that will ensure that children are free of harm.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed purfume, and two types of disinfectant within easy reach of the children in the washroom. This could cause a potential poisoning hazard. This was corrected during the inspection.
Corrective Action(s): Please ensure children do not have access to any substance that may be hazardous to their health and safety.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Licensing observed that there were no verifications for the two staff certificates.
Corrective Action(s): Please ensure staff certificates are verified using the the system established by the ECE registry and keep the documentation in the staff records.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Two staff records were reviewed. One staff record was missing the following:

-A current site specific criminal record check (CRC). In discussion with the Licensee she stated she has applied to share the CRC and is still waiting for the confirmation.
-A record of a person's work history (corrected during the inspection)
-Immunization status (corrected during the inspection)

These items are repeat contraventions from inpection # 90096013 completed in July 2015.
Corrective Action(s): Please ensure staff records are complete with current information.

NUTRITION AND FOOD SERVICES: 17120 - CCLR s.48(6) - A licensee must make available to parents information on the food and drink given to children.
Observation: During the inspection the Licensee stated that snacks are given to the children. The Licensee stated she used to write information on the daily attendance to commmunicate with the families the types of foods that are provided. Now she currently tells the families that she provides seasonal fruits. The Licencee will purchase a board and post the information.
Corrective Action(s): Please make information available to the parents on the food and drink that is given to children in care.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Four out of eight children's records were reviewed. One child was missing their immunization status. This is a repeat contravention from inspection # DCHG-AGEQAM completed in December 2016. The Licensee and I discussed ways to assist parents to complete the necessary forms. This was corrected during the inspection.
Corrective Action(s): Please ensure children's files are complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Four out of children's records were reviewed. One child was missing a medical practitioner and one child was missing an emergency contact. This is a repeat contravention from 2016. This was corrected during the inspection.
Corrective Action(s): Please ensure children's files are complete.

Comments

At the inspection dated February 28, 2019 there were 8 children and 1 staff and the Licensee present. At this inspection the above noted contraventions were identified. Please ensure a written response is sent to Licensing by March 14, 2019 identifying how you have corrected the noted contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
