Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Upon inspection there was a powerbar with exposed outlets and numerous cords accessible to the children. This is a repeat contravention.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: Upon inspection of the facility, there was one white, narrow wooden cupboard in the main play area, over 5 feet in height that was not anchored to the wall and posed a tipping hazard.The shelf rocked easily when pushed.
There was also heavy equipment stored on top of the 2 white cabinets in the washroom that posed a fall hazard in the event of an earthquake.This is a repeat contravention.
Corrective Action(s): Please ensure all furniture is sturdy and free from hazards.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: Upon inspection of the outdoor play equipment, there were loose and missing pieces of the climber that posed a falling risk to the children in care. Since the climber is not put together in full as directed on the manufacturers instructions, this could also pose an unstable climber concern.This is a repeat contravention.
Corrective Action(s): Please ensure the equipment is in good repair, safely constructed and free from hazards.

MEDICATION: 16020 - CCLR s.53(1)(b) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation: Upon review of the careplans, the required medication was not readily accessible to the employee.
Corrective Action(s): Please ensure medication is available, or if the plan has changed, that the records are updated indicating the change.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Upon review of the attendance records, 6 children did not have departure times indicated.This is a repeat contravention.
Corrective Action(s): Please ensure all arrival and departure times are recorded.

Comments

Summary of Inspection
At the inspection dated December 16, 2019 there were 5 children and 1 staff present. Licensee stated that there are 8 children registered in the program. At this inspection the above noted contraventions were identified. Licensee will provide Licensing with a written response. Licensing will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
Licensing discussed the minor incident log book and careplans with the Licensee.
