Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection. Also in attendance at this inspection was a practicum student from the Justice Institute of BC.
The following areas were reviewed:

· Hygiene and Communicable Disease Control

· Nutrition and Food Services

· Records and Reporting
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #JCHE-AK9UG3 have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The window ledges in a few programs have some signs of wear and tear with chipped paint, exposed dry wall and window ledge framing material exposed. The Manager relayed that the they have noticed some deteriorating in the past few months and that they have attempted to cover some of these areas with shelf liner but it only made it worse. Several area's of concern are blocked off and inaccessible to the children in care. A Maintenance plan is in the works to resolve this issue and the manager will ensure all area's are inaccessible until this work is complete.
Corrective Action(s): Ensure the facility is in good repair while children are in attendance.

Comments

Three programs were in operation during today's inspection. Children and staff were observed during circle time, free play, outdoor play, lunch time and transitioning and bathroom routines. Consistent supervision and interactions were observed.
LO and the Practicum student had discussion with staff about Supervision and Care and practices surrounding this. Changes to the legislation was discussed with the Manager and resources were shared to support these upcoming changes.
Fridge thermometer's were noted to be stored in the fridge doors which at times does not always give an accurate temperature reading.

Resources shared today include; Bill 5 Questions and Answers information, Immunization posters, Fraser Health Bulletin Care Plan. LO will also email the Manager instructions for submitting Temporary Placement applications at a later date.
