Report of Findings
On September 10th, 2019, Licensing received a complaint alleging concerns regarding programming, policies and procedures, and care and supervision.
The allegations included the following details:
- Staff used inappropriate guidance strategies
- Staff did not follow policies and procedures.
- Staff did not have a regular lunch program for children.

All areas of the complaint were fully investigated. Evidence was received and reviewed from records, policies and procedures, inspections, and interviews.

The following contraventions were determined:
- Child Care Licensing Regulation, Section 52(1)(a)(c), Harmful actions not permitted
- CCLR, Section 56(1)(f), Community care facility records and policies

14260 - CCLR s.52(1)(a)A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (a) shoving, hitting or shaking by an employee or another child, or confinement or physical restraint by another child.
Observation: Licensing determined that inappropriate guidance was used.
Corrective action: Corrective action plan was submitted.
14280 - CCLR s.52(1)(c)A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (c) harsh, belittling or degrading treatment by an employee or another child, whether verbal, emotional or physical, that could humiliate the child or undermine the child's self respect.
Observation: Licensing determined that guidance strategies are inappropriate.
Corrective action: Corrective action plan was submitted.
19050 - CCLR s.56(1)(f)A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: Licensing determined that staff did not keep a record of minor incidents.
Corrective action: Corrective action plan required.
