Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

Physical Facility
Staffing
Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: On review of a random selection of 5 children's files, Licensing observed that 1 was missing a Doctor's contact information. Licensee stated that at the time of registration, the family did not have a Doctor.
Corrective Action(s): Please ensure all children's files are complete at the time of enrollment and ensure a system is in place to audit children's files on regular basis.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Licensee with 6 children. An individual over 12 years was also present for some of the time of inspection.
Staff to child ratio was in compliance with regulations and group size and ages meets regulations

Licensing observed Staff engaged with children throughout their play. Children are encourage to cooperate with each other and positive role modelling was observed.
Licensing observed the children just about to get ready for outdoors but remained inside for Licensing's visit.
Licensing observed a circle time in which the children were encouraged to contribute with physical literacy activities. This was followed by free play and a colouring activity.

Discussions with the Licensee:-
- Licensing reviewed outdoor play plans with the Licensee . The facility uses local park areas for outdoor play and Licensee has a safety routine in place prior to accessing the space.
- Licensing provided information regarding the requirement for Active Play and Screen Time policies as per the Director of Licensing Standards of Practice for Active Play. Licensee stated that she had received an email in the spring but didn't realize there were attachments to it or a date for completion. licensee does inform parents of their active play and also stated that the facility does not have screen time apart from once a month when there is a movie and pyjama activity.
- Licensing recommends that the Active Play and Screen Time policies be created and available in the parent handbook by November 15th 2017 - please submit a copy to your Licensing Officer for review.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
No safety concerns noted at today's inspection.
