Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility manager and staff at the time of inspection.A second Licensing Staff accompanied the LO for training purposes today. The inspection report was completed off site and arrangements made to deliver the report later today. All contraventions were reviewed with the manager in advance of completing the inspection report and a date of Sept 10th was arranged to receive the required written response.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: observed children participating in active play within the gymnasium , this space is also used as a church sanctuary and is equipped with set up rows of chairs. Chairs were additionally stacked on rolling carts at the sides of the gym. At entry the children were instructed to wait at the entrance ( seated on a bench ) The manager while holding a child rolled the stacked chairs into a storage room.This was identified as an unsafe practice.
Children observed riding bikes and playing within the rows of chairs. Observed 1 child fall from the chairs while catching their shoelace on an attached hook located at the edge of the chair.Discussed with staff the unsafe practice of permitting children to play throughout the rows of chairs due to insufficient space.
Corrective Action(s): Please ensure a healthy and safe environment is available for all aspects of programming this can be obtained by ensuring a space is self assessed and ready for use daily. It is noted the facility is equipped with a fully fenced and partially covered outdoor space which is free from hazards and well set up for children's use.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11130 - CCLR s.15(3) - A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area.
Observation: Nap area for children under 36 months of age is equipped with playpens however children nap within the main play space. Many stored items / furniture / supplies stored within the nap area.
Corrective Action(s): Ensure the nap area is cleared from stored items and available for regular use as a designated nap space. It is noted that this space is set up as a shared space between the 2 programs and must be at all times available.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Observed several exposed electrical outlets throughout the facility ( Gym , Hallway, Washroom ) which were accessible to the children. An adult pair of scissors and screwdriver were stored in a drawer accessible to children.
Corrective Action(s): please ensure children do not have access to items which may be hazardous to their health and or safety. It is noted that the scissors and screwdriver were removed to a secure area during the inspection.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Emergency supplies ( with exception to water ) were not available during today's inspection , Staff included noting they had expired and to date had not replaced the items.
Corrective Action(s): please ensure supplies are in place in order to respond to children's needs in the event of an emergency.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: Children's file contained information pertaining to the care of a child which as stated by the staff was no longer relevant. It is additionally noted that children who have attended the facility for several years would require updated information.
Corrective Action(s): please ensure current information is maintained for children in care.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: Care Plan in place does not reflect date in which it was developed and records do not include an annual review.

Corrective Action(s): please ensure care plans are reviewed annually and updated as needed.

Comments

Children were not observed accessing the outdoor play area during today's inspection , the staff stated they would be going to the gym after noting that it was raining outside, discussion held pertaining to the importance of ensuring children have regular outdoor play opportunities and included the Director of Licensing Standard of Practice ( DOLSOP ) - Active Play which includes 1 hour of active play per day.
The manager included that parents have been provided with the facilities policies pertaining to Screen Time and Active Play by email.
It was noted the 1 staff held CRC clearance from a previous employer which was within the required 5 years however the sharing form had not been implemented.
For your reference :
First Aid expiry date of Sept 2018 observed on 1 staff file. Noted topical solution stored within the first aid kit , please ensure soap and water only is used to cleanse minor scrapes.
Fire Drill for Aug had not been completed to date , manager stated being aware of this with plans to complete before the end of the week.
Observed children participating in free play activities, art , snack and gym time. Children's main play areas appeared well set up for use with evidence of programming.
