Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: A record of one staff's work history was not obtained .
Corrective Action(s): Please ensure all staff files are complete before start of employment.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: 1 staff's certificate has not been validated. The Manager was not aware that ECE assistant certificates need to be validated. Licensing provided education that ECE & ECEA certificates needs to be validated through the Early Childhood Educator Registry.
Corrective Action(s): Please ensure that all staff records are complete.

Comments

At the inspection dated June 1, 2022 there were five children, manager and a staff present. Licensing conducted a walk-through of the entire facility. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following were discussed with the manager:
·Regularly maintaining log of minor incidents
·Maintaining staff records
The following resources were provided and discussed:
·Bulletin-Care Plan
·Reportable and Minor Incident Bulletin(via email)

The inspection report was written off-site – details were reviewed with the manager prior to writing the report. A copy of the routine inspection report and risk assessment sent to manager via email on June 2, 2022.
