Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). The following areas were reviewed for compliance: Physical Facility, Staffing, Hygiene & Communicable Disease Control, Records & Reporting and Policies & Procedures. LO reviewed and discussed COVID-19 prevention strategies with the Manager.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Staff file were reviewed; refecences were missing.
Corrective Action(s): Please ensure that all staff files are complete.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: LO discussed with Manager, re: pending application for CRC for anyone over the age of 12 and are ordinarily present on the premise.
Corrective Action(s): Please ensure that CRC are obtained for anyone over the age of 12 residing at home and/or are ordinarily present on the premise while children are present.

Comments

At this inspection dated May 7, 2020 there were 2 children and 1 staff present. At this inspection the above noted contraventions were identified. Licensee is required to provide a written response by below date, including how areas found to be in non-compliance are addressed. The contravention noted in this report were reviewed with the manager during today's inspection. This inspection report was completed off site (0.5 hr) and emailed along with the Risk Assessment to the facility the same day.

The following education/recommendations were provided in regards to:
-Cleaning and Sanitizing Policies
-Health & Hygiene Practices ( Handwashing, Cough and Sneeze Etiquette)
-Physical Distancing Ideas
-Precautions and Practices for Sick Children

LO provided the Resource Package for Child Care Facilities COVID-19 Prevention, including:
-Educational Hand Washing Posters
-Cleaning and Disinfecting in Childcare Setting
-Guidance in the Selection of Cleaners, Sanitizers or Disinfectants

LO observed and discussed the following with Manager today:
- Reference letters within staff's file: to conduct reference check and document indicating that character references were obtained in respect of the person by the licensee or manager as part of the hiring process.
-Monitor and maintain proper sanitization for all soft and porous toys and equipment; such items still need to be properly cleaned and disinfected by laundering in a washing machine with hot water and dry in a clothes dryer on a hot cycle if children are using them.
- First Aid Kit: to remove all expired items with DIN #; a further discussion was had about requiring parent’s permission before using any items with DIN # on children.
- ECE/ECEA certificates and First Aid: Manager is aware of certification expiry dates for all staff.
- Bleach and Water Bottle: to have an extra spray bottle within the washroom to avoid any cross-contamination and to make sanitization easier after each diapering.
