Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting.
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-AQWNCL have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: During inspection Licensing measured the hot water temperature in the washroom sink to be 51C. which is above the maximum allowable water temperature of 49C.

Licensee stated they will be with children when they wash their hands to ensure both hot and cold water is used until the hot water temperature can be adjusted.
Corrective Action(s): Ensure water temperature, at sinks used by children, does not exceed 49C.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: During inspection Licensing noted that there is a new individual living in the home who does not currently have a criminal record approval letter on file.

Licensee stated this individual is not present during daycare hours.
Corrective Action(s): Ensure all persons over the age of 12 years living in the home have an approved Criminal Record approval letter on site at the facility.

POLICIES AND PROCEDURES: 13071 - CCLR s.56(2) - A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation: During inspection Licensing observed the TV being on longer than noted in the facility screen use policy.
Corrective Action(s): Ensure facility screen use policy is followed by staff.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: During inspection Licensing noted that the time of departure was not recorded for 2 days in June.
Corrective Action(s): Ensure time of arrival and departure is recorded throughout the day to accurately record which children are present as this information is used by emergency personnel at times of emergencies.

Comments

During inspection Licensing noted that the facility has been redecorated & one of the rooms approved for the facility is no longer being used.
Licensing will review the floor plan which they have on file to determine if this usable floor area still meets section 14(1) of the CCLR.

During inspection Licensing noted that the rear fire exit has been altered, with children now needing to go through the garage instead of a side gate. Licensee stated they ensure that there is a clear pathway through the garage for use as a fire exit.

During inspection Licensing discussed with the Licensee that diapering needs to be conducted near the washroom so that they have easy access to a sink for hand-washing

During inspection Licensing discussed the importance of "Active Supervision" (such as scanning, staff position in the environment, counting children etc) with the Licensee.

During inspection Licensing observed children engaged in free play and then having snack. During free play children were playing with trucks, dolls and working with puzzles.

During inspection Licensing observed the Licensee sitting with children and interacting with them while they were engaged in activities.
