Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following inside the facility:
- Children's chairs that are soiled
- There is a TV stored on top of a high shelf posing a risk to the children if it were to fall.
- Plastic bags were stored under the sink in the children's bathroom

Licensing observed the following in the outdoor play area:
- There is large cement and metal bolders stored in the playground area that is accessible to the children. This could pose as a tripping hazard for the children.
- There are Little Tikes climbers in the playground area. There is insufficient resilient surfacing around the equipment.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed the following inside the facility:
- Expired emergency supplies.
- The fire extinguisher was not visible as there was binders and a storage bin in front of it. (CORRECTED DURING INSPECTION)
- The pull station is not visible as it is covered with a piece of paper.
Corrective Action(s): Please ensure there is an emergency play that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed on the sign/out sheet children were not signed out over the course of several days.
Corrective Action(s): Please ensure a record indicating whether the child is absent, present and the time of arrival and departure is on file.

Comments

At the inspection dated February 10, 2020 there were 14 children and 4 adults present.
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.
The following discussions were provided:
- Licensing observed documentation in the minor incident log book. A discussion was had with the manager about what would be considered a minor incident and to ensure when documenting to include the five W's (who, what, when, where, why, how).
- Licensing noted a care plan in place for a child with allergies. The emergency medication for the child is in another language. Licensing recommends medication to have an English translation so that the medication can be administered correctly by staff.
- Licensing observed a staff wipe down the tables after snack with soap and water. A discussion was had with the manager ensuring that a sanitization procedure is completed after to mitigate the spread of Communicable Diseases.
