Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

Care and supervision/Hygiene and medication
Nutrition

Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate of any educator or assistant employed to work in the community care facility.
Observation: On review of staff credentials, Licensing observed that 2 staff currently employed did not have their credentials posted. All other staff certificates are posted in each program area where they work.
Corrective Action(s): Please ensure that staff credentials are posted in the program that they regularly work in.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: On review of a random selection of children's files, Licensing observed that several newer registrations did not contain immunization status. Manager states that there must be a glitch in the new system and will look into it.
Corrective Action(s): Please ensure immunization status is known for each child.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: On review of attendance records, Licensing observed that on several occasions, the 'out' time for children had not been completed. This is a repeat contravention
Corrective Action(s): Please ensure attendance records are accurate.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Manager and 8 other staff with 1 practicum student (file reviewed)
Staff to child ratio was in compliance with regulations
Programming is posted and available for parent review and children's art work is displayed throughout the facility.
Licensing observed Staff engaged with children using positive tone and words.
Licensing observed the children in a circle time for the 3-5's followed by snack time and outdoor play. The program has a strong focus on outdoor experiences as well as using natural materials to learn through play.

Discussions with the Manager:-
- Licensing reviewed the administrative staff file with the Manager who stated that most of the contents are with the Church administration as this staff is hired through the Church.
- Licensing provided information and resources regarding 'Live 5210' as well as discussed the changes in legislation as of July 2016 and the impact on the facility. Licensing provided clarification around groups sharing outdoor space and that different service types may not be mixed.
- Licensing recommends creating a 'pet policy' as information to parents as the facility has a number of small animals in 2 of the programs which children have access to. Hygiene practices are followed when handling pets.
- The facility has a natural play area for all the children which includes tree stumps, a boat and man made hills and a mud kitchen, etc.
- Discussed the staffing levels when a staff leaves due to sickness - Manager will ensure that staff rotate to best meet the children's needs in all programs.
- Discussed photocopying the signed parent agreement to review of facility policies and adding to each child's file.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
