Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Not Applicable
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: 2 Criminal record checks for persons over the age of 12 ordinarily present have expired. The Licensee did not know they have expired and will reapply for them.
Corrective Action(s): Please ensure that each person ordinarily present has a current criminal record check.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: The Licensee has not yet created a an active play and screen use policy. Licensee stated that the parents have been notified of the daycare activities from the daily schedule.
Corrective Action(s): Please create an active play and screen use policy as described in the Director of Licensing Standard of Practice Active Play and share with parents.

CARE AND/OR SUPERVISION: 14010 - CCLR s.34(1) - A licensee must ensure that children are adequately supervised by qualified employees in sufficient numbers to meet the needs of each child.
Observation: During the inspection the Licensee left the children in the care of a person without any employee documentation. The Licensee was gone for about 10 minutes to pick up children from the local elementary school. Licensee stated that the person is a teacher and will create a staff file for that person.
Corrective Action(s): Please ensure that children are supervised by qualified employees.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: One care plan was observed at the facility. The care plan was created 5-Jan-2017. There is no evidence that the care plan was reviewed in the last year. The Licensee stated that she will get the family to review the care plan.
Corrective Action(s): Please ensure that each care plan is reviewed at least once annually.
