Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations (CCLR), and the Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: An industrial fan was stored on top of a shelf in an area where children sit on the floor to play, which was not secured, and could easily tip over and fall on a child.
Corrective Action(s): Please ensure to relocate or secure the fan to prevent falling.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: One staff file contained references, however there was not and record of having checked them.
Corrective Action(s): Please ensure to obtain the character references, in respect to the person, prior to employing.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: At the time of the inspection record of one fire drill practice was documented, however staff were unable to find record of other months.
Corrective Action(s): Please ensure that each employee practices implementing the fire drill system at least once each month.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: 11 files reviewed. Two children who were present at the time of the inspection had no photograph in the file.
Corrective Action(s): Please ensure to have a photograph or digital image of the child.

Comments

Summary of Inspection:
During today’s inspection, there were 14 children, and 2 staff present.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
Reviewed the cleaning supplies with staff, one bottle for cleaning was not labelled due to the bottle breaking yesterday.
