Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12180 - CCLR s.22(2)(a) - A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation: There was no service tag on the fire extinguisher and no records of servicing of the fire extinguisher maintained annually.
Corrective Action(s): Licensee to ensure that the fire extinguisher servicing is maintained annually and the record of the service is maintained.

STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: Licensing observed no record of the implementation of the emergency plan. Licensee was not aware that the emergency practices have to be implemented annually even if the enrolment is low.
Corrective Action(s): To implement and maintain the record of the emergency plan at least once each year.

CARE AND/OR SUPERVISION: 14220 - CCLR s.51(1)(a) - A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.
Observation: Following examples of inappropriate guidance by the Manager were observed:
Insisting a child who does not nap must nap
Shushing children and not providing verbal reminders
Refusing to provide age appropriate activities instead of naptime.
Calling out a child causing trouble for her and not listening to her.
Children playing with birthday balloons with strings attached to them and ripping the Styrofoam toy.
Corrective Action(s): Please provide your plan to ensure that a system is in place to
provide behavioral guidance that is appropriate to age and development of the child who is receiving the guidance,
provide plan for children who do not require nap and
provide plan to ensure children are closely supervised and system is in place to go through the toys and materials so that facility is hazard free(with focus on diaper changing times)

RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: Minor incident log book in place had at least three to six months of gap with no entries noted in, the manager was unaware of what would be documented. Reviewed minor incidents, unexpected events and illnesses.
Corrective Action(s): To ensure to maintain a log of all minor incidents, illness and unexpected incidents.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: 1/5 children’s files reviewed was missing a doctor’s name and number
Corrective Action(s): Please ensure that children’s files are up to date prior to attending the facility

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: 1/5 children’s files reviewed had a missing photo
Corrective Action(s): Please ensure photos or digital image is maintained for each child attending

Comments

At the inspection dated July 14, 2021, there were 5 children present in the care of the facility manager. At this inspection the above noted contraventions were identified. Reviewed the importance of ensuring ongoing supervision at all times. Discussed ensuring follow through when guiding and caring for children. The Manager was provided a copy of Guiding Children's Behaviors at the previous inspection as a result of the Licensing officer's observations during the inspection.
