Introduction

An unannounced routine inspection was conducted today to assess compliance with the Community Care and Assisted Living Act, Child Care Licensing Regulationand the relevant Director of Licensing Standards of Practice. Evidence for this report was based on the writer's observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and Supervision
Hygiene and Communicable Disease Control
Medication
Nutrition and Food Services
Program
Records and Reporting.

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The risk assessment includes any violations identified during the routine inspection, and a 3 year 'historical' review of the facility's compliance and operation.

Observed Violations
No violations were found during the inspection.

Comments

This is the second year in a row in which the Licensee has achieved full compliance with the legislative requirements. Thank you for your hard work in maintaining this status.

The writer met with the Licensee and discussed the following:
- Supervision: The Director of Licensing Standards of Practice Active Play and Safe Play Spaces addresses the issue of active supervision. All licensed child care facility staff must practice active supervision which is a combination of close proximity and attention, watching, and listening. Staff must be able to move through and see the entire play space. The Licensee is licensed for a maximum capacity of 8 and has 2 staff members working with the children;
- Lead in the pipes: The writer informed the Licensee that there is the potential that older dwellings may have lead in the pipes and child care staff are being requested to 'flush the taps' for a period of 5 minutes on a daily basis prior to using the water;
- Reportable Incident: If an incident occurs within the child care facility that meets the definition of a reportable incident as per Schedule H of the Child Care Licensing Regulation the Licensee must report the incident within 24 hours to their Licensing Officer. Please try calling the writer and if there is no answer please hang up and call the Fraser Health Regional Duty Licensing Officer at (604) 587-3936 as this line is staffed full time during regular business hours.
