LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Licensing observed that the facility license was posted in a dark corner of the play space in the GCC(30-sa) program and not in a prominent position for public review. The Manager name is also not posted.
Corrective Action(s): Please ensure the facility licence is posted where the public can see it along with the manager name so that the public/families know who to contact if required.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: On review of 3 staff files, Licensing observed that all 3 did not have a current criminal record check clearance on file. Licensee/Manager said that she was in the process of applying for them yet there was no evidence on file attesting to that. Further discussion was had as to the requirements of legislation. Staff should not be working with children until clearance is in place.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: Licensing observed that for a period of time during inspection, the children did not have immediate access to a staff holding a first aid certificate.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: On review of fire drill and evacuation drill records, Licensing observed that compliance for recording was not complete for the end of the year, 2020 and June, July and September of 2021. Licensing had provided a sample record sheet for facility use at the previous inspection. This is a repeat contravention

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: On arrival, Licensing observed nine children in the Group Child Care (30 months to school age) program with one staff. A tenth child arrived shortly after before the second staff arrived. In discussion with second staff, she said that the sibling groups are generally not here until older siblings are dropped off at school.
- Licensing also observed that staffing qualifications didn't meet the requirements of Schedule E. One ECE was on site along with two Responsible Adults. This is a repeat contravention
Corrective Action(s): Please ensure adequate and qualified staffing at all times to meet the staff to child ratio.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: On review of attrendance records, only four children were signed in on Licensing's arrival, when there were 9 children in care.
Corrective Action(s): Please ensure attendance records are accurate at all times in case of an emergency situation.

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: On review of 4 child records, 1 was missing emergency consent. It was observed that emergency information was not readily available to staff should they be outdoors and dealing with an emergency situation. Staff said that the information had been removed to update.
Corrective Action(s): Please ensure that staff have immediate acess to children's emergency information.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation (CORRECTED DURING INSPECTION): On review of children's files, Licensing observed that 2 children on the attendance record did not have a complete file on site containing emergency contact information. Staff said that they were currently being completed off site as they were new attendees. In an emergency, a staff would be unable to locate pertinent information to assist the child.
Corrective Action(s): Please ensure that all children's information remains on site and accessible to all staff at all times.
