Observation (CORRECTED DURING INSPECTION): 1. Handsink in the kitchen contained a container of frozen meat and therefore was not accessible for handwashing.
2. Handsink in the front bubble tea area contained three preparation utensils inside it and was not conveniently available for handwashing purposes without contaminating the preparation utensils inside the handsink.
Corrective Action(s): Ensure all handsinks are designated for handwashing purposes only and are not obstructed with any containers/equipment/utensils.

209 - Food not protected from contamination [s. 12(a)]
Observation (CORRECTED DURING INSPECTION): Three preparation utensils used for scooping food ingredients in the front bubble tea area were observed stored directly in the handwashing basin.
Corrective Action(s): The three preparation utensils were placed into the 2-compartment sink so that they can be washed and sanitized through the dishwasher prior to reuse. Ensure all preparation utensils are stored/displayed on clean surfaces / containers. The utensils and storage surfaces must be washed, rinsed, sanitized, and air dried at least every 4 hours and when conditions may contaminate them.

210 - Food not thawed in an acceptable manner [s. 14(2)]
Observation (CORRECTED DURING INSPECTION): A container of frozen meat (still below 4 degrees C) was observed in the handsink in the back kitchen.
Corrective Action(s): Ensure frozen food / meat is thawed (defrosted) to 4 degrees C or less using the following methods: either in the cooler at or below 4 degrees C, under cold running water, or under cold water that is changed at least every half an hour. Do not thaw food at room temperature. Staff moved the meat to a refrigeration unit during the inspection.

Comments

-Permit to operate was posted in a conspicuous location.

-Handsinks were supplied with liquid soap, hot and cold running water, and paper towels in the front bubble tea area, back kitchen area, and both washrooms. 2-compartment sink in the back kitchen area was also supplied with liquid soap, hot and cold running water, and paper towels.

-Walk-in-cooler was at 1.1 degrees C (4 degrees C or less).
-Preparation cooler in the kitchen was at 3.2 degrees C (4 degrees C or less).
-Bubble tea cooler was at 0.2 degrees C (4 degrees C or less).
-Upright freezer and both small chest freezers were at or below -18 degrees C.
-Hot-held soup and rice were at or above 60 degrees C.
-Temperature records for refrigeration units were being maintained.

-Dishwasher final rinse chlorine sanitizer residual was at least 50 ppm at the plate (actually at 100 ppm).
-Chlorine test strips were available on-site.
-100 ppm chlorine sanitizer was available in the bucket with wiping cloths in the kitchen and labeled spray bottle in the bubble tea area.
-No signs of recent pest activity were observed.
-Knives were stored in a clean container and both ice machines were in a clean condition with the scoops stored separately.
-In-use utensils in the back kitchen area were stored in ice water.
-Several cleaning improvements were noted. Shelving units, counter-tops, storage areas, floor in hard-to-reach areas, prep. coolers and walk-in-cooler was free of buildup. Operator mentioned that they are implementing their cleaning schedule. Good.
