Introduction

An unannounced routine inspection was conducted today to assess compliance with the Community Care and Assisted Living Act, Child Care Licensing Regulationand the relevant Director of Licensing Standards of Practice. Evidence for this report was based on the writer's observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and Supervision
Hygiene and Communicable Disease Control
Medication
Nutrition and Food Services
Program
Records and Reporting.

As part of this routine inspection a Risk Assessment Tool is completed and a copy is provided. The risk assessment includes any violations identified during the routine inspection, and a 3 year 'historical' review of the facility's compliance and operation.

All previously coded violations identified on facility inspection report #SMOY-ALYNMZ, dated May 2, 2017 have been satisfactorily addressed.

Contraventions
Previous Inspection - Contraventions observed on FIR #SMOY_ALYNMZ have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice.

Observed Violations
No violations were found during the inspection.

Comments

The writer discussed the following items with the Licensee during today's inspection:

Bill 5 - amendments to the Community Care and Assisted Living Act. The writer sent an email to the Licensee about the pending changes to this piece of legislation that come into effect in September 2018. The changes will include, but not limited to, posting information regarding investigations in which violations had been identified;
Supervision - the Director of Licensing Standards of Practice Safe Play Spaces and Active Play includes information regarding active supervision. The staff of child care facilities are required to practice active supervision at all times which includes a combination of close proximity and attention, watching and listening. Staff are required to move through and see the entire play space.
Lead in the pipes - older plumbing pipes are at risk of having lead and child care facilities are required to flush the pipes (turn on the taps) for 5 minutes per day before use. This facility is located in a newer building and is not affected by this requirement.
Reportable incident forms - should the Licensee need to report a reportable incident please call and speak with the writer. If the writer is unavailable please call (604) 587-3935 and ask to speak with the regional duty Licensing Officer and make your report.
Temporary placement, temporary retention and/or exemptions - a reminder that these requests must be in the best interest of the child/children and not pose any increase risk to the health and safety of children in care. The Licensee presently has a staffing exemption in effect.

The Licensee and staff were present with 4 children during today's inspection.
