Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations (CCLR), and the Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Manager's name was not posted next to the licence
Corrective Action(s): Please ensure to display in a prominent place in the community care facility both the licence, including any terms and conditions of the licence, and the name of the manager.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed that the floor in the children's bathroom was cracked.
Corrective Action(s): Ensure that the community care facility and the furniture, equipment and fixtures within it are in good repair.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Three staff records were reviewed.One staff file had no criminal record check on file.
Corrective Action(s): Please ensure to have criminal record check on file.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Review of 4 staff files. One file was missing the verification for EE certification.
Corrective Action(s): Please ensure to have record of verification for every employee who holds early childhood education certification, and early childhood educator assistant certification.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: 3 children's files were reviewed. 2 files were missing photos for children.
Corrective Action(s): Please ensure to have a photograph or digital image of the child.

Comments

Summary of Inspection:
During today’s inspection, there were 6 children, one staff, one support staff, an ECE student, and the facility manger present.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
Nap time supervision was discussed, the facility staff stated they are always moving back and forth to the nap space with the door open to continuously check on children. Licensing stated that a baby monitor or a similar system in place would assist supervision when the staff cannot be in the room.
Review of CRC for one staff was missing the reference number, and manager stated that they would provide licensing with the original copy with the reference number.
