Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were reviewed for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: LO observed and discussed the following with staff today:
- Playground: all swing chains are rusty.
- Cleaning supplies in 3-5 washroom: stored in an open shelving unit accessible to children.
Corrective Action(s): Ensure that a healthy and safe environment is provided at all times while children are in care.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: A minimum of two character references were not obtained for one staff member.
Corrective Action(s): Ensure that all staff files are complete.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: 3 staff files were reviewed; 1 staff's certificate was not validated through the ECE registry.
Corrective Action(s): Ensure that all staff files are complete.

HYGIENE AND COMMUNICABLE DISEASE: 15015 - CCLR s.14(4)(b) - A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.
Observation: LO observed that diaper changing area is located in the cubbie area not in the washroom.
Corrective Action(s): Ensure that diaper changing area is set up in the washroom next to the sink.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: 5 children files were reviewed; 2 children's MSP # were missing.
Corrective Action(s): Ensure that all children files are complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: 5 children files were reviewed; 2 children were missing their Dr's information.
Corrective Action(s): Ensure that all children files are complete.

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: 5 children files were reviewed; 1 child was missing the consent to call medical practitioner or ambulance if parent cannot be reached.
Corrective Action(s): Ensure all children files are complete.

Comments

At this inspection dated March 14, 2024 there were 14 children and 4 staff present.

At this inspection the above noted contraventions were identified. Licensee is required to take corrective action to bring facility into compliance and provide a written response by below date. The contravention noted in this report were reviewed with the staff during today's inspection. This inspection report was completed off site and emailed along with the Risk Assessment to the facility the same day.

LO discussed and shared the following resources with the staff onsite:
- Napping equipment, i.e. playpen use
- Nap time supervision
- High chairs: discussion was had to gradually transition toddlers out of high chairs as they show appropriate signs of readiness to move to other equipment, i.e. tables and chairs, mats, cushions, etc...
- Washroom storage/cabinet; all cleaning supplies must be inaccessible and out of children's reach
- Outdoor play area log: to keep a log for all inspection, maintenance and repairs of outdoor play area
- Swing chains: consider protection/cover for the chains to prevent from rusting
