Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Inspection report was reviewed with staff before report was signed and printed.
Licensing would like to thank the staff and children of Brentwood Park Plus for their time and assistance during today’s inspection.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-AC4U69 have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: During inspection Licensing reviewed Facility Fire Drill record and noted no drill was recorded for the months of Jun./16 & Jul./16.

This violation was previously noted on Facility Inspection Report (FIR) # KSEY- A4C22X (Nov.16/15).

Licensing reminds the Licensee that recording of the drills is proof that they drills were conducted.

Licensing noted an "earthquake drill" noted in the Communication Book on October 20, 2016. Licensing is unsure if this was the annual full evacuation drill. If not, ensure that a full evacuation drill (taking all evacuation equipment with you) is practiced annually.
Corrective Action(s): Ensure fire/ emergency drills are practiced monthly.
Date to be Corrected: November 30, 2016.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: During inspection Licensing reviewed the "Personnel File - BPP" document which shows the document on site at head office.

Licensing noted that one staff person's Criminal Record Approval letter appears, on this sheet, to have expired.
Corrective Action(s): Ensure all staff documentation is current.

Ensure "Personnel File - BPP" document is kept current with the records on site at head office for all staff who work at this facility.
Date to be Corrected: December 31, 2016.


Comments

Upon arrival Licensing observed staff having a meeting with the children explaining the plans of the day.

During inspection Licensing observed children: having a quiet read time, eating snack, engaged in art, homework etc. At the end of the inspection children were going to the gym for gross motor play.

During inspection Licensing observed a number of activity areas such as music, dramatic play, art etc.

During inspection Licensing observed staff persons engaging with children regarding their activities and assisting with problem solving.
