Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). The following areas were reviewed for compliance: Physical Facility, Staffing, Hygiene & Communicable Disease Control, Records & Reporting and Policies & Procedures. LO reviewed and discussed COVID-19 prevention strategies with the Manager.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: LO noted that spray bottle for cleaning and disinfecting was placed by the washroom sink- accessible to children. LO reminded manager to label the spray bottle, i.e. bleach and water and should be kept out of children's reach at all times
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are in care

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: LO observed and discussed the following with the manager today:
- Naproom and Washroom: LO noted holes, chipped and peeling paint on several areas on the walls
- Outdoor Play Equipment: All outdoor ride on toys and equipment need cleaning
- Indoor Storage Shelves: Paint on two shelving unit's metal part is severely chipped and rusty
Corrective Action(s): Please ensure that all furniture, fixture and equipment within the are clean and in good repair while children are in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11180 - CCLR s.16(4)(a) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (a) suitable for the age and development of the children.
Observation: During meal time, LO noted a child over two years of age in high chair. LO had a discussion about following manufacturer's instruction when using high chairs with younger children to ensure that chairs are being used by children appropriately according to their age and development. LO discussed some strategies to practice physical distancing during meal time, i.e. sitting arrangement
Corrective Action(s): Please ensure that all indoor/outdoor equipment accessible to children are age and developmentally appropriate

Comments

At this inspection dated July 8, 2020 there were 2 children and 1 staff present. At this inspection the above noted contraventions were identified. Licensee is required to provide a written response by below date, including how areas found to be in non-compliance are addressed. The contravention noted in this report were reviewed with the manager during today's inspection. This inspection report was completed off site (0.5 hr) and emailed along with the Risk Assessment to the facility on July 9, 2020.

LO observed and discussed the following with Manager on-site:
-Continue to monitor and maintain proper sanitization for all high-touch surfaces, toys and equipment including any soft and porous materials used in the facility; such items still need to be properly cleaned and disinfected by laundering in a washing machine with hot water and dry in a clothes dryer on a hot cycle if children are using them
-First Aid: manager is aware of her certification expiry date. Due to Covid-19, in- class training is not available, therefore, certificate extension is in place by the training institution . Manager was made aware of this extension and will renew her certificate when training becomes available
- Log book: had a discussion about regularly using the logbook to document for minor incidents, illness and unexpected events involving children not requiring medical attention and that are not reportable incidents described in Schedule H
- First Aid Kit: to remove all expired items with DIN #; a further discussion was had about requiring parent’s permission before using any items with DIN # on children. Mild soap and water can be used to clean any minor cut and/or scrape

The following education/recommendations were provided in regards to:
-Cleaning and Disinfection
-Physical Distancing Ideas
-Respiratory, Personal and Hand Hygiene
-Precautions and Practices for Sick Children
-COVID-19 Safety Plan as per Order of the Provincial Health Officer ( see WorkSafe BC Protocols for Child Care)- This plan must be posted within the facility

LO provided the Resource Package for Child Care Facilities COVID-19 Prevention, including:
-Educational Hand Washing Posters
-Health & Hygiene Practices ( Handwashing, Cough and Sneeze Etiquette)
-Cleaning and Disinfecting in Childcare Setting
-Guidance in the Selection of Cleaners, Sanitizers or Disinfectants for Public Settings
- Reportable Incident Forms
- Child care and day camps: Protocols for returning to operation
