Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
- 3-5 room nap mats were touching posing as a risk to the spread of communicable diseases or other bacteria
- Plastic bags stored in the drawer in the children's bathroom
Corrective Action(s): Ensure a healthy and safe environment is provided at all times.

STAFFING: 12070 - CCLR s.19(1)(d) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation: A selection of staff files were reviewed. Out of the 8 reviewed, 1 staff had an expired ECE certificate. This staff is currently not working.
Corrective Action(s): Ensure there are current and valid copies of any certificates or other evidence of the person's training and skills.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: A selection of staff files were reviewed. Out of the 8 reviewed 1 staff did not have their ECE certificate validated.
Corrective Action(s): Ensure staff who hold an educator or assistant certificate have their certificate validated by the Early Childhood Educator Registry.

Comments

Summary of Inspection:
At the inspection dated February 7, 2023, there were 34 children in care with 6 staff and the Manager.
At this inspection the above noted contraventions were identified.
Action required by the licensee includes providing a written response by February 14, 2023.
Actions required by Licensing include reviewing the written response.

The following discussions were had:
Crib in infant/toddler nap room
Heater in infant/toddler nap room
Staffing exemption

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report. The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.
