Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following:
- Areas of the wall in the school aged program rooms had paint peeling. This is a repeat contravention although Licensing acknowledges that the original concerns were addressed and these areas are more recent. Theses rooms are also used by the younger group.
- The carpets in the school aged program rooms are heavily stained and in need of cleaning. The Manager said that bi-annual cleaning used to occur but that system is no longer in place.
Corrective Action(s): Please maintain a clean environment and ensure all areas are in good repair. A compliance plan is required by the date below.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: Licensing observed that two medication forms reviewed did not contain full details of the amount of medication to be administered and/or under what circumstances it should be administered to the child/ren. The Manage said that she would follow up with the parents for accurate information.
Corrective Action(s): Please ensure that any medication forms contain the relevant information required to guide staff in appropriate care and administration

RECORDS AND REPORTING: 19051 - CCLR s.56.1(2)(a) - A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services
Observation: On review of children's files, Licensing observed that there was no record of whether parents have received information regarding prepayment. Licensing acknowledges that a prepayment statement is provided to parents during the registration process. The Manager said that receipt statements will be created and added to the children's files
Corrective Action(s): Please ensure that families provide a statement of receipt of the prepayment information.

Comments

At today’s inspection there were 8 children in the Group Child Care (30 months to school age) program with appropriate staffing levels.
The Group Child Care (school age) program were at school.
The Manager was available during the inspection.

Licensing reviewed the facility’s COVID-19 prevention strategies as part of the inspection.
At this inspection the above noted contraventions were identified and the Licensee is required to submit a compliance plan by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Providing sheets on nap mats for added comfort
- Hygiene and sanitization practices
- Audit of facility policies to have clear emergency evacuation information
- Audit of staff files to remove outdated content
