Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing, Physical Facility, Staffing, Policies & Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Programming, Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation .environment

Observed Violations
POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: The licensee stated that an active play policy has not been developed.
Corrective Action(s): Ensure an active play policy is developed, implemented and shared with families.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: The licensee stated that a screen use policy has not been developed, however there is no screen use at this facility.
Corrective Action(s): Ensure a screen use policy is developed and shared with families.

Comments

Discussions were had around the value of keeping notes in the log book.

There is a wide variety of materials available that meet all developmental areas including a lock box, dramatic play, sensorial bins, sorting and building materials, interactive group games, many books, puzzles, color, number and letter materials. The children were seen to engage with dramatic play materials, puzzles, sensorial materials, build patterns, read books to each other and play in a self-directed social group. The caregiver was seen to speak gently, clearly and respectfully with the children, encourage pro-social behaviors and provoke curiosity of colors, language and numbers.

There is evidence of on-going monitoring to ensure compliance with the legislation.
