Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): Licensing observed a ladder and tree pruning shears stored in the area used as an emergency exit.
Corrective Action(s): Please ensure all equipment is stored in a way that does not pose a risk to children.Manager removed it during the inspection.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: During inspection Licensing observed the following in the Infant and toddler program:
·Diaper change surface had visible shallow cracks in one area exposing the surface underneath it.
·Foam play equipment for infants and toddlers was showing wear and tear exposing the foam underneath it.
Corrective Action(s): Ensure equipment accessible to children are safely constructed, free from hazards and in good repair.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Upon review of three staff records Licensing observed one staff’s certificate had not been validated.
Corrective Action(s): Please ensure that all staff records are complete prior to the staff working at the care facility.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Six children files were reviewed and one child was missing MSP number.
Corrective Action(s): Please ensure all children's records are complete.
Date to be Corrected: October 18, 2021

RECORDS AND REPORTING: 19130 - CCLR s.57(2)(g) - A licensee must keep, for each child, a record showing the following information: (g) any notification of a parent, emergency contact or medical health officer made under section 55 [notification of illness or injury].
Observation: Six children files were reviewed and one child was missing emergency contact
Corrective Action(s): Please ensure all children's records are complete.

Comments

At the inspection dated October 14, 2021 there were eleven children and four staff present. At this inspection the above noted contraventions were identified. Licensing conducted a walk-through of the entire facility.
The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer by October 19, 2021 The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following was discussed with the manager:
· Bottles of cleaning solution to be clearly labelled with the contents.
· Storage of outdoor toys to prevent falling on children

The inspection report was written off-site – details were reviewed with the Manager prior to writing the report. A copy of the routine inspection report and risk assessment sent to manager via email on October 18, 2021.Total time includes writing report in office.
