Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #WBET-AUPNQ4 have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: In the school age room two cleaners and dish soap were stored under the kitchen sink in a cupboard accessible to children. Staff noted that the children are not permitted to cross into the kitchen area and are supervised. Corrected on site.
Corrective Action(s): Please ensure all cleaners or any substance that may be hazardous to a child's health or safety are not accessible.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11300 - DLSOP Safe Play Space (play space design [b5]) - [bullet 5] Structures that incorporate stairs, landings, ladders, tunnels, bridges, etc. must have appropriate and secure safety barriers, guardrails and railings.
Observation: There was one wobbly fence panel affixed to a low retaining wall, located between a play area and the table area. Corrected on site.
Corrective Action(s): Please ensure all areas with safety barriers are secure.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: One out of four staff files reviewed was missing immunization status. Corrected on site.
Corrective Action(s): Please ensure that all staff files have immunization status.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Four out of four files reviewed have evidence of the certification required. One out of four was missing validation of ECE certification through the ECE registry. Corrected on site.
Corrective Action(s): Please ensure all staff certification is validated through the ECE registry.

NUTRITION AND FOOD SERVICES: 17010 - CCLR s.48(1)(a) - A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide.
Observation: One fridge on site measured 5.9 degrees. Manager stated this fridge is currently used for storage of children's drinks. For both food and drink fridge temperature must be kept at 4 degrees or less. Corrected on site.
Corrective Action(s): Please ensure fridge temperature is at 4 degrees or less.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Of 17 children's files reviewed, one was missing the enrolment start date. This was corrected on site.
Corrective Action(s): Please ensure all children's files have a date of enrolment.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: In the school age program there were 4 days in December that were missing sign out times on the attendance sheets for all children attending. Corrected on site starting today.
Corrective Action(s): Please ensure that time of arrival and departure is recorded for each child.

Summary of Inspection
At the inspection dated December 14, 2018 there were 35 children and 8 staff present. At this inspection the above noted contraventions were identified.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy provided.
