Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Polices & Procedures
· Care & Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Previous Inspection - Not Applicable
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: The fire drill and emergency drill records were reviewed. There was no record about emergency drill in the last one year. A staff confirmed that they have not conducted an emergency drill for a long time.

Corrective Action(s): Please conduct emergency drill at least once a year and record it. Please be reminded this emergency drill will not replace a fire drill. A fire is still required to conduct once per month. The manager stated that they have plan to conduct it during March 2018.

Comments

The Active Play and Screen time Standard of Practice were discussed. The manager stated that they have communicated with parents about these two standard of practice and children are actively playing according to the daily program/schedule. The manager agreed to expand the policies to include Active Play and Screen time.
