Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Licensing observed that two certificates of three were posted.
Corrective Action(s): Please ensure all of the staff certificates are posted in a prominant place in the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection the following was noted in the facility:

-a bucket with water was located at the children's level in the washroom. This could cause a potential drowning hazard.
-a bottle of bleach was accessible to children and was not labelled. This could cause a potential poisoning hazard.
-one electrical outlet was missing an outlet cover. This could cause a potential electrocution hazard
-a garbage can in the washroom was uncovered. This contained diapers and gloves. (This is a repeat contravention from inspection #CLAN-B7BR8N
-some small toys were present in the facility including tiny cars. These could cause a potential choking hazard. This is a repeat contravention from inspection #CLAN-B7BR8N
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During the inspection a record of fire drills was not present for 2019. In discussion with the Manager she stated that the fire drills have been practiced on a monthly basis.
Corrective Action(s): Please ensure to record the fire drills when they are completed.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Four children's files of eight were reviewed. Two children's files were missing a medical practitioner.
Corrective Action(s): Please ensure children's files are complete.

Comments

At the inspection dated January 7, 2020 there were 8 children, 2 staff and 1 Manager present. At this inspection the above noted contraventions were identified. Please ensure a written response addressing how you have corrected the above noted contraventions is submitted to licensing by Jan 21, 2020. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Active Supervision
· Lead in the Water
· Discussed removing items with a drug identification number (DIN) from the first aid kit as a medication authorization form is required to administer products with a DIN number.

The outdoor play area was inspected. The Manager and licensing discussed a plan for proposing changes to the outdoor play area. Please submit a proposed site plan and supervision plan outlining these proposed changes to Licensing by January 21, 2020. This report was reviewed with the Manager prior to signing.
