Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All areas of the facility were inspected for compliance

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation (CORRECTED DURING INSPECTION): Licensing observed that the manager's name was not posted within the facility.
Corrective Action(s): Please ensure that manager's name is posted within the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed a large bag of ice melt outside the facility's back exit where children have access as they walk to their outside play space.
Corrective Action(s): Please ensure children do not have access to any object or substance that may be hazardous to their health and safety.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation (CORRECTED DURING INSPECTION): Licensing observed that emergency preparedness kits were stored in a seperate room away from both emergency exits and locked in the closet. Education was provided on the intent of evacuating promptly with supplies during an emergency. Manager has moved kits into an unlocked cabinet in the kitchen next to an exit.
Corrective Action(s): Please ensure emergency plan that set out procedures to promptly respond in an emergency.

RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: Licensing observed that the facility has a bounded minior incident log but no records have been documented. The manager confirmed that minor incidents have previously occured but not have been recorded. The manager was able to identify what type of information is documented in the book.
Corrective Action(s): Please ensure there are current records of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents descibed in Schedule H.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Upon review of 4 children's files, 1 child was missing their MSP (medical insurance plan) number. The manager has yet to communicate this to the family but stated that they are new to the province.
Corrective Action(s): Please ensure child's file contains information of their MSP number.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Upon review of 4 children's file, 1 child was missing the name and telephone number to a medical practitioner. The manager has yet to communicate this to the family and has stated they are new to the province. Education was provided on options with finding a medical practitioner.
Corrective Action(s): Please ensure child's file contains information of the name and telephone number of a medical practitioner.

Comments

At today’s inspection there were 8 children and 2 staff (including manager) present. Licensing conducted a walk through of the entire facility.
At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer by November 24, 2022 The Licensing Officer will review the response.
As part of this routine inspection, a facility risk assessment tool is completed. The risk assessment includes any non-compliance identified during the routine inspection, a 3 year ‘historical’ review of the facility’s compliance and operation. This is used to determine inspection frequency.
The contents of the inspection report were reviewed with the manager prior to the inspection report being written off-site. A copy of this report will be hand delivered and reviewed with the manager on November 18, 2022.
The following was discussed with the manager;
- Sanitary practices for layout of children’s bedding
- Placing the facilities fire plan in a visible location
- Ensuring information throughout children's registration forms is completed
- Requirements if choosing to use NPN # (Natural Product Number) in first aid kits
- Care plans
- Supervision plan for children's hand washing
- Reminder about educators licence renewal
