Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: One staff member was missing record of their Criminal Record Check (CRC). Licensing observed the application for CRC submission.
Corrective Action(s): Please obtain, from each individual, a record of their CRC prior to employment.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Licensing reviewed 9 staff files and observed that record of character references were missing for one staff.
Corrective Action(s): Please obtain, from each individual, record of at least 2 character references prior to employment.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: One staff member was missing a record of their immunization status.
Corrective Action(s): Please obtain, from each individual, a record of their immunization status prior to employment.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: There were multiple care plans that were not reviewed annually with the parent or any person requested to by the parent.
Corrective Action(s): Please ensure care plans are reviewed annually.

Comments

At this inspection, the above noted contraventions were identified. Licensing provided a date for addressing the contraventions and is requesting a written response by April 21, 2023 advising on compliance.

As part of this Routine Inspection, a Facility Risk Assessment Tool was completed.

The following was discussed:

· Door stoppers in the washrooms
· Covers for fans

The following resources were provided:

· Child Care Links- Your Checklist x4

The information contained in the report was discussed with the Manager and the report was written on-site. Licensing advised that copies of the report and risk assessment would be emailed to the facility.
