Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Nutrition and Food Services

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #DCAR-AT7R7M have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11170 - CCLR s.16(3)(b) - A licensee must ensure that the entire outdoor play area is (b) constructed in a manner, and using materials, that are suitable for the age and development of the children intended to use it.
Observation: Licensing toured the backyard of the facility, that is well designed for children in care. The Licensee/Manager states however that the backyard is not utilized by the children in care over the winter months due to the rain causing mud. The Licensee/Manager states that they go for local walks to a location down the street to play in the concrete parking lot. This planned was not previously approved by Licensing, as the use of the backyard was approved during the licensing processes.
Corrective Action(s): Begin to use the backyard that is accessible daily to the children in care. An alternate play space away plan can be submitted for review and potential approva, to be in use on extremely inclement weather days when the backyard may not be safe for outdoor play.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11220 - CCLR s.23(2) - A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.
Observation: Licensing viewed the contents of the indoor first aid kit, the kit was very low on bandages for use with children in care
Corrective Action(s): Please replenish first aid kit in order to ensure all supplies are available when needed

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: Licensing noted Licensee/Manager's first aid certification expired in April 2018, therefore leaving the children in care with someone who does not have their valid First Aid Certification
Corrective Action(s): Licensee/Manager must renew first aid certification

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing noted two fire extinguishers on site however there are not service tags to indicate that they have been serviced since purchase in 2016
Corrective Action(s): Fire extinguisher's must be serviced annually to ensure proper function in case of emergency

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Audit of fire drill records showed no record of a fire drill being practised or recorded in the month of October
Corrective Action(s): Fire drills must be practised and recorded monthly
Date to be Corrected: November 30, 2018

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: An audit of 6 children's files revealed, all files missing immunization status
Corrective Action(s): Please obtain and maintained all legislatively required information
