Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All categories of care were inspected for compliance.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: A minimum of two character references were not obtained for one or more employees.
Corrective Action(s): Please ensure the manager has obtained character references for all employees.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Immunization status was not obtained for one or more employees.
Corrective Action(s): Please ensure each staff has evidence they have complied with the Province's immunization program.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Upon inspection, the daily attendance was not filled out with arrival and departure times for both morning and afternoon.
Corrective Action(s): Please ensure there is a record showing the daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

RECORDS AND REPORTING: 19210 - CCLR s.58(1)(a) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation: No care plan available for a child requiring extra support.
Corrective Action(s): Please ensure there is a current care plan showing the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.

Comments

At the inspection dated November 18, 2021 there were 57 children and 9 staff present. At this inspection the above noted contraventions were identified. The manager will send licensing a written response addressing the contraventions and Licensing will review the response.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following education/recommendations were provided:
· Review Emergency Plan - Include evacuation location
· ECE Validation process
· Ensure cleaning bottles are labelled
