Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Group child Care ( 30 mos - school-age ) space is observed to be poorly lit , and visibly dirty. floors are stained , lower wall damage exists. There are 2 toilets within a small space with an accordion style curtain which could not be fully opened restricting space to access the area.The manager stated that the space would be upgraded to include fresh paint , flooring / carpet. It is acknowledge that additional time would be required in order to complete these improvements but that the washroom door would require repair to ensure ample space to enter the area.
Corrective Action(s): Please ensure a system is developed to monitor the facility for ongoing cleanliness and repairs.Licensee to provide Licensing with a plan with projected completion date for the room updates as discussed.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: Many toys / equipment for children's use are dirty, items that are broken and require repair have been placed over a fence. Sand box cover is worn and no longer serves it's purpose of ensuring the sandbox is not accessible when not in use by children.
Corrective Action(s): please ensure equipment is clean and in good repair.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: School-age program consists of a kitchen type area equipped with fridge and microwave, It was noted that the children's drinking water and rinsing of dishes occurs in the washroom sink as no additional sink is available on the upper floor. The staff included that portable drinking water could be easily accessed in advance to children's arrival each day from the lower level ( full kitchen area )
Corrective Action(s): please ensure a system is developed which will promote a healthy environment.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Registration Forms do not include a field for parents to provide the gender of their child. Discussed the requirement to secure immunization STATUS only , facility secures a full written record , this would be an example of best practice approach however not a requirement.
Corrective Action(s): please ensure registration forms are current to include all required documentation , it is suggested the facility review the FH forms on our website should you wish to utilize them.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Date of enrollment is not captured within many registration forms as this field is not included.
Corrective Action(s): please ensure forms are current and complete with required documentation.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation (CORRECTED DURING INSPECTION): a review of 5 children's files within one program observed 3 of 5 missing a photo or digital image of children. as all children were in attendance the staff took photos during the inspection.
Corrective Action(s): For purpose of emergency situations were a child would require to be identified please ensure systems are in place to retain
( current ) children's photos or digital image while attending the facility.

Comments

The licensee is aware that the fire extinguisher will be due for servicing April 11, 2018 .
Discussed expanding the emergency preparedness procedure to include an off site sheltered area to aide in the provision of care to children.
Observed staff and children participating in both indoor and outdoor play opportunities , the importance of ensuring children access the outdoors even on rainy days was stressed.
Good level of detailed captured within the programs communication and internal incident log books.
Staff observed to be engaged with the children , seated on the floor , providing sufficient time for children to respond to transistions / requests.
The facility overall appeared well maintained.
