Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: A hinge on a cupboard door in the bathroom was broken and the door could not be closed.
Corrective Action(s): Please ensure that the cupboard door can close.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11130 - CCLR s.15(3) - A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area.
Observation: A nap room or separate sleeping area away form the activity area is not available to children.
Corrective Action(s): Please ensure an appropriate location for children to sleep is available.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Cosmetics and personal care products were accessible to children in a bathroom draw and cupboard.
Corrective Action(s): Please ensure children do not have access to these products.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: A criminal record check was not available for a person who works at the facility. The manager stated she does have this but was unable to locate it during this inspection.
Corrective Action(s): Please ensure a valid criminal record check is available for all staff.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Enough food for up to 72 hours for all children in the facility was not available in the emergency kit and food that was in the kit had expired.
Corrective Action(s): Please ensure that there are enough supplies for all children for up to 72 hours in the emergency kit.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Files for seven children were reviewed. Contact information for a doctor/medical clinic and an emergency contact was not available for one child.
Corrective Action(s): Please ensure all files contain the required information.

Comments

Summary of Inspection
At the inspection dated January 19, 2022 there were three children and one staff present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this routine inspection, a facility risk assessment tool is completed and a copy is provided. This report was reviewed with the manager and written off site. A copy of this report will be emailed to the manager. Total tine spent includes office time.
The following were discussed during this inspection:
The manager provided Licensing with copies of the facility policies. Licensing will review the polices to ensure they meet requirements and provide feedback to the manager.
Paint work throughout the facility is starting to how signs of wear and tear. It is recommended that the manager work on a maintenance plan to address any repairs etc that may be needed in the facility.
Storing some materiels/equipment in an area other than the play area to avoid clutter.
Children's records need to be kept for two years after a child leaves the facility.
