Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standard of Practice (DOLSOP). All care categories were assessed for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: A tall shelf in the 30 months to school age program was not secured in any way, posing a tipping hazard.
Corrective Action(s): Ensure all tall shelving units are anchored in a way that mitigate risk of tipping.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: A toilet paper towel dispenser was broken. The toilet paper roll for that stall was observed sitting on the handwashing sink.
Corrective Action(s): Ensure all fixtures are in good repair.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: An educator was observed washing a child's hands with the same gloves which were used to change the child's diaper.
Corrective Action(s): Ensure proper hand hygiene practices are established and implemented.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: Several care plans did not have a course of action recommended by a health care processional/parent to address the needs of the children.
Corrective Action(s): Ensure care plans are complete.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: One care plan was last reviewed in February of 2023.
Corrective Action(s): Ensure care plans are reviewed annually.

Summary of Inspection:
At the inspection dated April 15, 2024 there were 83 children in care with 19 staff. The Manager was not present at the time of inspection.
At the inspection, the above noted contraventions were identified.
Please provide Licensing with a written response, by the date noted below, stating how the identified contraventions will be addressed in order to ensure year round compliance.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed. A copy of the report and the corresponding Risk Assessment was emailed to the Manager.
The following items were discussed:
-Placement of beds in the yoga/naproom in a manner which ensure all evacuation paths are free of obstruction.
-The difference between care plans and special instructions specific to children's care.
-The definition of emergency contact as being a person who is to be contacted if child's parents cannot be reached.
Additional Information:
This report was written off site. The contents of the report were reviewed with the administrator before Licensing's departure. A copy of the report was emailed to the facility.
