Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance or all areas of the facility were reviewed for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During inspection of the washroom it was found that the around the sink, in the sink, tap and light switch have visible dirt and require cleaning.
During inspection of the fridge it was found to have sticky material on the handle of the refrigerator and inside the shelves have crumbs.
Corrective Action(s): Ensure the washroom and refrigerator are clean

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): During inspection of the washroom it was found that above the change table there was an open container of comet powdered bleach, a spray bottle of bleach and a bottle of windex.
Corrective Action(s): Ensure children do not have access to any substance that may be hazardous to their health.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: A review of 2 staff files revealed that 1 person had an expired criminal record check
Corrective Action(s): Ensure all staff files are complete

POLICIES AND PROCEDURES: 13071 - CCLR s.56(2) - A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation: During reveiw of files and records it was found that there was no payment agreement in any of the children's files

NUTRITION AND FOOD SERVICES: 17010 - CCLR s.48(1)(a) - A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide.
Observation (CORRECTED DURING INSPECTION): During inspection of the fridge it was found that the temperature was measured at 8 degrees Celsius
Corrective Action(s): Ensure the fridge temperature is at or between 0-4 degrees Celsius

RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: During inspection it was found that there was no log of minor accidents and incidents
Corrective Action(s): Ensure there is a log book of minor accidents, illnesses and unexpected events present

RECORDS AND REPORTING: 19051 - CCLR s.56.1(2)(a) - A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services
Observation: During review of the children's files it was found that none of the files contained a repayment agreement
Corrective Action(s): Ensure all files are complete

Comments

At the inspection dated June 3, 2019 there were 12 children and 3 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee. As part of this routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
