Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection. All areas of the facility were inspected for compliance.
As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

The following discussions were had:
· Active Supervision - clear sign lines ease supervision. Staff described situating themselves to ensure supervision (spread out, one staff at gate). Door was locked upon arrival and remained locked during this inspection.
· Lead in Water - more information can be found at https://www.fraserhealth.ca/health-info/health-topics/drinking-water/. Staff stated that water is checked regularly. A filtration system is in place.
· Promoting Active Play in the program. Staff stated that children go outside daily and described active play.
· Temporary placements
Use of medications for emergency care was discussed.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: through a random review of 6 children's files, licensing observed that one is missing a medical practitioner.
Corrective Action(s): Ensure all children's records include medical pracitioner or medical clinic that the child attends.

Comments

The facility has many opportunities for all areas of development that are fitting with the Montessori philosophy. The children were seen to engage socially with one another and the teachers, eat a health snack and clean up after, use phonetic language and sensorial materials. There is evidence that this facility conducts ongoing monitoring to ensure compliance to the legislation.
