Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Licensing observed that not all the ceritfications of staff were posted as required.
Corrective Action(s): Please ensure that staff certificate are posted as required.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing measured the fridge temperature to be 10.4 degrees Celsius in the Day Care #2 room.

Corrective Action(s): For safe food storage,please ensure that the fridge is kept between 0-4 degrees Celsius.
Date to be Corrected: August 1, 2017.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensing reviewed the staff records and found that one staff was missing a criminal record check. This staff stated that she filled out a form when she started in May, 2017, however there was no evidence on site to support this.
Corrective Action(s): Please ensure that staff are fully screened before working and that there is evidence on site to support this. * Please ensure that this staff does not work alone with children until CRC is obtained.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Licensing reviewed the staff records and found that one sstaff was missing evidence of their immunization status.
Corrective Action(s): Please ensure that all staff records ae complete as required.
Date to be Corrected: August 1, 2017.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Licensing reviewed the staff records and found that an Infant and Toddler trained staff did not hold an Infant and Toddler certification from the ECE Registry. The administrator stated that this peson has sent their credentials to the ECE Registry three months ago and has not yet recieved their certification.
Corrective Action(s): If you wish to use a person who has not yet received their credentials from the ECE Registry, in order to be in compliance you have the option of applying for an Exemption.

Comments

The facility appeared clean, bright and well-maintained.
Licensing observed kind and age-appropriate interaction between staff and children.

In September, Licensing will be enforcing the following:
-Screen Policy
-Active Play Policy
-and Validation of ECE credentials
